A big part of the problem is conceptual. We try to frame a reality that functions as tension and feedback between polarities in various monolithic frames. Monotheism, materialism, monetization, individualization, etc.

Look at the sexes, for instance. They are a biological binary that predates the split between flora and fauna, while people are a spectrum. Obviously those most effective at procreating occupy the core of that spectrum, while many are on the necessary fringes. So when what is fringe is promoted as core, it not only doesn't work for the larger society, but ultimately is very detrimental to those on the fringes, as they are put in the position of upholding a system that is mostly using them as weapons against that deeper culture.

Society in not just about either individuals, or the masses, but the feedback between them. Nodes and networks, organisms and ecosystems.

In many ways we are to the stage our conceptual beliefs have been patched together for thousands of years and are reaching the breaking point.
