It's still slipping basic doppler effect in there. The frame expands, while the speed of light remains constant, so redshift. If the speed of light is the ruler, aka, what measures space, then the frame is simply increasing distance, in this stable dimension.

So either we are at the center, because everything redshifts proportional to distance in all directions, or redshift is an optical effect, not doppler shift.
