I’m certainly not arguing for an omnipresent government, but that it is emergant from postive feedback loops and consequently falls apart as negative feedback loops kick in. The central government in Somalia collapsed and they went back to tribal structures, not every man for himself.

Given we have lost much of the organic environmental knowledge built up over millennia, by tribal societies, we have further to fall, before regaining some footing in nature, than they did.
