The basis of a functioning society is collective responsibility, with rights as reward.

The problem is that when our country was first being imagined, the irresponsible likely starved to death, so being responsible was taken somewhat for granted and the discussion was more about apportioning rights. So now we have a world where it is assumed everyone is entitled to inalienable rights, but responsibilities are optional.

The consequence is the Tragedy of the Commons.
