The essence of a healthy society is collective responsibility, with rights as reward.

When rights are ordained and responsibility is optional, it is being pulled apart.

When our country was first being formulated, there were no social programs, beyond family and church, so the irresponsible were out of luck. Consequently all the discussion was about rights.

Trial and error remains the foundation.
