There are a lot of layers to unraveling that particular dichotomy.

For one thing we in the West have something of a monist idealism as bedrock cultural paradigm, where we have to reduce everything down to some singular essence, definition, source, etc. Rather than understanding the noise is context to whatever signal we extract from it.

For example, Capitalism treats money as the signal to extract from the noise of society and the environment. Yet for markets, money is the medium required to make them function. Long story short, we have an enormous, metastatic financial sector, trying to create and store exponentially increasing amounts of notational value, to the serious overall detriment of the economy and society on which it is based.
