There isn't sufficient investment potential for everyone to save individually, so the premise of the commons could be resurrected in many areas.

The problem with that is that a healthy society is build on responsibility, with rights as reward, but when our country was first being imagined, the irresponsible were likely to starve, so the focus was on apportioning rights. Now we have a society where rights are considered inalienable, but responsibility is optional and the effect of that is the Tragedy of the Commons.
