What if it's all will and no judgement?

When you are talking millions of people, it's organic, not mechanistic.

The presumption of determinism is that as cause leads to effect, all of history must be written from the beginning. The fallacy is that as mobile organisms, our experience is a sequence of perceptions, in order to navigate, so we think of time as the present moving past to future, but the reality is that change turns future to past. Potential, actual, residual.

There is no dimension of time, because the past is consumed by the present. Cause becomes effect.

So the process of determination can only occur as the present.

Since the present is manifest mostly as light, our conscious function is to process information, so that our instinctive responses are increasingly better informed.

Our technology might be pretty advanced, but our social and cultural beliefs, the collective wisdom, is still pretty embryonic, thus our instincts are still fairly primal.

Witness the temper tantrums, school yard politics and bs that characterizes much of our social relations, While those with the most power are little more than top predators. Unfortunately with the tools to take much more than they actually need, even to the point of destroying the food chain they sit atop.
