What is strategy?

Consider the people running armies are called generals, while specialist is about one rank above private.

The alternative to strategy is tactics

Which boils down to how to win the fight.

Strategy, on the other hand, has to be able to decide if the fight is worth fighting, or are other options more applicable.

The common goal seems to be efficiency, but the ideal of efficiency will be when we can do everything with nothing.

We are linear, goal oriented organisms in a cyclical, circular, reciprocal, feedback generated reality and the crest of the wave is where it starts going downhill, so unless you've been around the block a few times, you're not a strategist, you're a tactician.

Sometimes it's filling out every niche and accessing every resource, but other times, it's resilience and adaptability.
