What seems to be ignored is that Netanyahu expressly directed funding to Hamas, from Qatar, in order to undercut the PA and any possibility for a Palestinian state.

Consider Qatar is a monarchy. They don't go out of their way to support radicals. They are trying to play the mediator. If Netanyahu told them to send the money to the PA, likely they would have obliged and Hamas would be one more fringe group.
