What this article misses entirely, is that all that military spending is debt and the capital markets could not function without government debt. It goes back to World War 2 as the industrial and monetary policy that solved the Great Depression.
The secret sauce of capitalism is public debt backing private wealth.
Money is a social contract and accounting device, enabling mass society, not a commodity to mine from it. Storing money requires debt to back it.
